Abstract



The project Communication and decision in municipal protection and safety work (KOBS) aims to give increased understanding and knowledge about the prerequisites in order to pursue safety work on a municipal level. In particular, the project intends to give understanding and knowledge about the influence following up and evaluation have for communication and decision-making processes put in relation to safety work. In order to attain this purpose two sub studies will be pursued within the project.



The first sub study will treat issues about communicative processes in municipal security work. The study treats the following three research areas: The characteristics and agents of the communication, perspective on protection and safety and rescue service development.



The second sub study will scrutinize how ideas about safety work are disseminated to political decision-making processes on a municipal level. The over all purpose with the sub study is to give increased understanding and knowledge about how political decision-making processes can be influenced as concerns the update of questions related to safety work.



In this report the background to the project together with the theoretical starting points for the project´s sub studies are described. Moreover, proposals to the disposition of the sub studies will be presented. With this the report is an initial attempt to define the contents and realization of the project. At the same time the report is also a report of the KOBS project´s initial phase, whose intention has principally been to develop the design of the project.



Sammanfattning

Projektet Kommunikation och beslut i kommunalt säkerhetsarbete (KOBS) syftar till att ge ökad förståelse och kunskap om förutsättningarna för att bedriva säkerhetsarbete på kommunal nivå. Särskilt avser projektet att ge förståelse och kunskap om den betydelse som uppföljning respektive utvärdering har för kommunikation och beslutsprocesser som är relaterade till säkerhetsarbete. För att uppnå detta syfte kommer två delstudier att genomföras inom projektet.



Den ena delstudien kommer att behandla frågor om kommunikativa processer i kommunalt säkerhetsarbete. Delstudien behandlar följande tre forskningsområden: Kommunikationens egenskaper och aktörer, perspektiv på skydd och säkerhet och tjänsteutveckling.



Den andra delstudien kommer att studera hur idéer om säkerhetsarbete sprids till politiska beslutsprocesser på kommunal nivå. Det övergripande syftet med delstudien är att ge ökad förståelse och kunskap om hur politiska beslutsprocesser kan påverkas vad gäller aktualisering av frågor relaterade till säkerhetsarbete.



I denna rapport beskrivs bakgrunden till projektet tillsammans med de teoretiska utgångspunkterna för projektets delstudier. Därtill kommer förslag till delstudiernas upplägg att presenteras. Med detta utgör rapporten ett inledande försök att precisera projektets innehåll och genomförande. Samtidigt utgör också rapporten en avrapportering av KOBS-projektets första fas, vars intention främst har varit att utveckla projektets design.
