Denna uppsats syftar till att ta fram ett analysverktyg för att testa de kris- ochberedskapsplaner som kommunerna enligt lag är skyldiga att upprätta. Idag kan dessa planerendast testas antingen vid en övning eller vid en skarp händelser och då i samband med att enutvärdering genomförs. Analysverktyget ska kunna användas som ett teoretiskt test av dessaplaner och detta ska verka som ett komplement till de praktiska övningarna och eventuellaskarpa händelser.

Analysverktyget baseras på de grundläggande förmågor som beskrivs i Försvarsmaktensdoktrin för gemensamma operationer och det färdiga analysverktyget testas på Lidköpingskommuns kris- och beredskapsplan från 2009.

Resultatet visar att det är möjligt att skapa denna typ av analysverktyg och det troligen fylleren funktion eftersom analysen av Lidköping kommuns kris- och beredskapsplan visar att detfanns vissa brister utifrån de premisser som sattes upp för analysverktyget.

The purpose of this paper is to develop an analysis tool to test the emergency and contingencyplans that municipalities are required by law to establish. Today, these plans are only tested ateither a drill or an actual crises. Then in the context of the drill or the exercise anevaluation carried out. Analysis tool can be used as a theoretical test of those plansand this will work as a complement to the practical exercises and any sharp events.

The Analysis tool is based on the basic skills outlined in the Swedish Armed Forces Doctrinefor Joint Operations and the resulting analysis tool is tested upon the Lidköping crisisand contingency plan from 2009.

The result shows that it is possible to create this type of Analysis tool and it probably has arole as the analysis of Lidköping Municipality crisis and contingency plan shows that therewere certain deficiencies based on the premise set for the Analysis tool.
