Abstract [sv]

Alla okontrollerade bränder skapar toxiska ämnen, ämnen som i första hand sprids till luften. Vid brandsläckning risker toxinerna att även spridas till mark och vattenmiljö då dessa giftiga ämnen binder till räddningstjänsternas släckvatten. Enligt Lag (2003:778) om skydd mot olyckor skall räddningstjänsten se till att människors liv och hälsa, egendom samt miljö bereds ett likvärdigt skydd mot olyckor. Ett uppdrag som kräver att räddningstjänsten och framförallt räddningsledaren fattar taktiska beslut om hur varje specifik brand utifrån rådande omständigheter på bästa sätt hanteras. Denna uppsats har som syfte att undersöka hur Sveriges kommunala räddningstjänstorganisationer i samband med brandinsatser arbetar med miljöhänsyn kopplat till spridningen av kontaminerat släckvatten, och vad som ligger till grund för deras arbete. Studiens valda metod är semi-strukturerad intervju med kvalitativ innehållsanalys. Datamaterialet har sedermera analyserats med utgångspunkt i det teoretiska ramverket focusing events (fokushändelser).Resultatet påvisar hur rådande lagstiftning tillsammans med en tydlig fokushändelse till stor del påverkar räddningstjänsternas arbete kring miljöhänsyn vid brandsläckning. Uppsatsen uppvisar främst två olika metoder som praktiseras på olika sätt när det kommer till hantering av kontaminerat släckvatten. Dessa utgår från att minimera mängden släckvatten alternativt att samla upp det släckvatten som skapats. Resultatet påvisar även ett visst mått av förändringsovilja då det i vissa fall tenderar vara svårt att motivera personal till att se nyttan i att vid brandsläckning aktivt arbeta med miljöhänsyn.

Abstract [en]

All uncontrolled fires produce toxic substances, primarily these are spread into the air. As these toxic substances bind to the extinguishing water of the rescue services the toxins are also at risk of being spread to the ground and water environment during fire extinguishing. According to the Lag (2003:778) om skydd mot olyckor, the rescue service must ensure that people's lives and health, property and the environment are prepared with equivalent protection against accidents. An assignment that requires the rescue service and especially the rescue leader to make tactical decisions about how each specific fire, based on the prevailing circumstances should be handled is handled in the best way.The purpose of this essay is to investigate how Sweden's municipal rescue services works with environmental considerations linked to the spread of contaminated extinguishing water during fire operations. The chosen method of the study is semi-structured interview with qualitative content analysis. The data material has subsequently been analyzed based on the theoretical framework focusing events.The result shows that rescue services regarding environmental considerations in firefighting is largely affected by current legislation and focusing events. The essay primarily presents two different methods when it comes to the practical handling of contaminated extinguishing water. These are based on minimizing the amount of extinguishing water or alternatively collecting the extinguishing water that has been created. The result also shows a certain degree of resistance to change, as it in some cases tends difficult to motivate personnel to see the benefits of working actively with environmental considerations when putting out fires.
