The aim of the study is to investigate the establishment of the Moominvalley at Skutberget in Karlstad from a cultural policy perspective. By analyzing Karlstad municipalitys cultural plan and the tourism economic analysis carried out by HUI, the study will show how the establishment at Skutberget is motivated both culturally and economically. Through analyzes of two correctly made opinion polls and three important debate articles, the study clarifies the views of the inhabitants, as well as the main views that exist in the debate. In this way, the study is both qualitatively, and to a certain extent oriented quantitatively. To gain an understanding of the course of events, a background is given to Skutberget, Moomin and the Moominvalley, before the description and analysis of the material is added. Finally, the results of the analyzes are summarized where it becomes clearer how Karlstad municipality has acted and how the citizens view the establishment.
