    Abstract [en]

    This paper is about if municipal council's ideology affect steering in the municipalities of Vellinge and Fagertsa. Vellinge has for a long time been governed by Sweden's conservative party Moderaterna. Fagersta has for a long time been governed by Sweden's left party Vänsterpartiet. The main question of the paper to be answered is as follows:

    Is there a relation between the steering in municipalities and the ideology of the governing parties?

    The hypothesis is that there is a connection between what ideology the party that governs has and how the municipalities are being governed. The question is being answered by an idea analysis. Two ideal types are being used to compare the two steering alternatives New Puplic Management and Traditional Bureucracy with the two municipalities. The conclusion is that there is a connection though it is rather weak. It is also clear that the steering is being affected not only by the governing parties ideology but also by the state. This explanation is supported by the theory employed in the paper.

    Abstract [en]

    The purpose of this study is to investigate whether there are some patterns and connections between the teachers’ experiences of the conditions for children’s learning and age settings at preschool groups. The study is quantitative, and a web survey is used to collect the data from the teachers. The study includes all preschools in a municipality in Värmland, Sweden. 144 preschool teachers from 55 municipal preschool groups participated in the study. Following age settings are represented in the study: same-age preschool groups, groups with children between 1-3 years old, groups with children between 3-5 years old and groups with children between 1-5 years old.

    The study is based on interactionistic theories, which means that the preschool is examined from various interacting aspects and dimensions. Conditions for children’s learning are seen in the study in relation to preschool quality, which is a complex phenomenon constituted in the interaction between dimensions of structure, process, and outcome. The study focuses on age setting as a structural aspect of preschool quality and following aspects of process quality: organizing of the pedagogical environment, teachers’ approach to organizing of daily activities and teachers’ interplay with children

    The results of the study show that there are important differences between groups with different age settings regarding organizing of the pedagogical environment and interplay between teachers and children. However, these differences are rather ambiguous and can be explained by other aspects and factors such as group’size, children’s age, and pedagogical approach. Therefore, age setting as such is not the key to preschool quality but must be seen in relation to other aspects and dimensions.

    Abstract [en]

    Women have a few managerial positions compared to men in audit and accounting firms. It said that large companies have intentions to increase the number of women accountants in managerial positions. The study is investigating the implementation of gender policies and diversity in auditing firm with a specific focus on how company size may impact how organizations come to work with issues of gender and diversity. A qualitative method has been implemented in this study, by conducting 17 semi-structured interviews with women auditors and accountants, working in 4 large firms and 5 small firms in Sweden. The study shows that the policies of the large companies are not fully implemented. While setting policies for small firms will just help women auditors/accountants to improve their career education.

    I artikeln undersöks behovsanställdas relation till tillsvidareanställda, vilka problem som kan uppstå i relationerna mellan grupperna och hur behovsanställda bemöter dessa. Med utgång i Lysgaards teori om de underordnades arbetarkollektiv pekar resultaten på att bristande närhet, likhet och gemensam problembild bidrar till att behovsanställda hamnar utanför gemenskapen och behandlas kränkande. Tre handlingsstrategier som används för att möta problemen har identifierats. I artikeln framhålls att strategierna riskerar att reproducera situationen.

    Abstract [en]

    Auditors in Sweden are supervised by the Swedish Supervisory Board of Public Accountants (SSBPA). This board also handles the consequences following a breach of professional and statutory rules. In a study from 2010 by Thomas Carrington, he came to the conclusion that an accountant’s professional appearance is the most important factor to the SSBPA when evaluating an auditor’s wrongdoings. Following the corporate scandals at the start of the 21st century, the supervision of auditors has tightened through the adoption of new laws and an increase in demand on auditors and audit quality. Because of the new laws and the increased demands it is of interest to study the disciplinary cases published by the SSBPA to see if any changes have eventuated. The question formulation regards the changes in demands on sufficient audit by the SSBPA. Moreover, it includes the question if the professional appearance of the auditor is still what matters the most when evaluating sufficient audit. We have read all the completed disciplinary cases between 2007 and 2012. The cases have been classified as errors and, just like with Carrington’s study, the errors have been divided in to two categories; process- or professional appearance errors. To get a deeper understanding of the subject at hand we have researched what auditing is, how it is conducted and the definition of auditing quality. Furthermore, we have investigated the work process of the SSBPA as well as acquired knowledge about the audit process and the auditor’s professional appearance.

    When comparing this study with the study by Carrington, some differences and similarities have become apparent. One of the differences noticed is that it is enough to err in only one of the two categories to get the harshest consequence; withdrawal of the license, whereas Carrington found that in most cases the auditor has to err in both. In addition, when studying the disciplinary cases published by the SSBPA we discovered that the process errors have increased while the professional appearance errors have decreased. A similarity between the two studies is that most cases will have a milder consequence than withdrawal of license, namely warning or reminder.

    In conclusion, we have found that the SSBPA has tightened the demands on a sufficient audit and this is based on the corporate scandals leading to a stricter legislative and a more tightened supervision of auditors. Finally, it is established that an auditor’s professional appearance is no longer the most important factor when evaluating sufficient audit.

    "A Changed Leadership? - A study of the EU leadership from a institutional standpoint, related to multilateral environmental negotiations"

    The EU has for a relatively long time considered itself a leader in the environmental policy area as a whole as well as in multilateral environmental negotiations. This study attempts to classify and identify the European leadership with the purpose of relating it to the institutional framework of the Union. The treaties of the European Union decide its ability to act and its institutions the right to engage in different policy areas, the environmental area being the focus of this study. With the recent ratification of the Lisbon treaty this study aims to make out if the type of leadership the Union showed during the Kyoto negotiations has changed with the new treaty, into a new type during the COP-15 meeting in Copenhagen. The results shows that the Union has kept the same type of leadership despite the change in treaties, though with great potential of changing leadership if or when the new reforms of the new treaty are better implemented. This result points to the fact that institutional changes have a small effect on the EU leadership and that other factors such as ability to unite the member countries may play a bigger role.

    The fact that music evoke emotions inside us is something that probably all of us are willing to agree on. Music can make us laugh, cry, dance - every possible expression of emotions can be created through it. Perhaps may the ultimate song be the one that make us feel all of these emotions at once, and make us want to listen to it, over and over again. Some songs and music videos blow up and create millions or even billions of views. At times, music can be more than just a song, making people want to sit down and discuss its meaning for hours. The song This is America and its music video is a good example of this phenomenon. The purpose of this study is to explore the elements of this particular video, how it alludes with the current political context and the aftermath that have aroused from it.

    To explore the reason behind the enormous popularity of this video, we composed a comprehensive research question, that goes “How are we to understand the meaning in This is America?”. From the background of our research summary, we were able to find that the ambiguousness and the potential of a wide interpretation of a popular cultural phenomenon, is what lays the ground for its popularity. Through history, it can be said that music, that have been made from alienation, have a possibility of becoming even more popular. With our research summary in hand, we broke down the music video This is America into sections, in order to learn its meaning and signification, and to understand its popularity. The video and its lyrics, brings up subjects such as gun politics in the United States, the remaining traces of slavery, and how people of colour still suffer from oppression. The enormous popularity of the video probably comes from the wide range of subjects and signs that it addresses. Basically anyone who watches it will see something they recognize, regardless of if the person is five or 105 years old. Children recognize the dances from the video game Fortnite, while the elder recognize the character Jim Crow, who they associate with the segregation in the United States in the beginning of the 20th century.

    A music video can tell us more than we originally think, which is also what this essay points to. If given an additional look, a music video might be able to give an insight to a world that is unknown to us. It may even open the door to provide a portrayal of society that regular media rarely presents.

    Abstract

    To become a teacher it is important to have some knowledge about children’s grief. It is likely that you at least once will come in contact with a pupil who has lost a parent or a sibling. Than it’s important to know how we as adults/teachers can handle this problem. In this paper I have interviewed four different teachers who work at four different schools and they all have 25-30 years experience of their profession. I have asked them about children and grief. How can we as adults see, understand and help? How dose the school handle this situation?

    Do they follow a special crises plan? And how were the reactions from the pupils in crises?

    The literature shows that children’s grief can look different and it’s important too realise that.

    My main conclusion is that its important too talk about death even with small children. Every school is helped with having a crises plan, the teacher has an important role for child who has lost a relative. Sometimes the school is the only place were there are no hysterical, crying people and were everything is as it used to be.

    From the past few years in Sweden telecommunication business has been altered. Earlier when telecom industry was dominant in the market but now it is transformed in to more competitive market with further competitors and provides additional services. In Sweden TeliaSonera is one of the leading and superior telecommunication providers. Currently TeliaSonera is merged among two large companies such as Telia which was one of the outstanding telecommunication companies in all over Sweden and Sonera is the finish counterpart of Telia. TeliaSonera presently facilitate their customers as well as business customers by proving different communication services such as mobile telephony, mobile broadband, Broadband, fix telephony connection and TV.

    Regarding Customer support service the purpose of this study is to investigate the relationship among customers and telecommunication service providers, and in this study we emphasize on customer-support service concerning “The Role in Customer Relationships”. Our consideration is to find out the better relationship among telecommunication service providers and their customers. Additionally the role of Telia shop is also studied by taking interviews with Telia customer representative office (CRO) and Telia top management.

    Furthermore from theoretical perspective the research has been conducted through current literatures such as customer support service, relationship marketing, dominant logic, customer loyalty, complaining behavior and trigger model. Approximately all of the literatures are specify from customer viewpoint business processes intended for long lasting relationship. We have sufficient information concerning that how to get better and stand long lasting relationship with the customers in future.

    For the fruitful outcome we conducted this research by exploratory research method and also conducted interview with the help of open ended questionnaire and our target group was TeliasSonera Top management in Stockholm, manager of TeliaSonera shop in Karlstad city and also from 12 students of Karlstad University. The reason behind this was to know the role of TeliaSonera towards customer-support service as well as their customer experience and perception. Finally in the end we come up with the conclusion by the help of gathering qualitative information that the effective customer support-service can lead to long lasting relationship among customers and telecom sectors. Furthermore we also came to know in the end that superior quality customer support service assist to create more customers loyalty. That means customer-support service play one of the significant role between telecommunication service provider and customers.

    This paper aims to examine salient issues in the Halal food business with special focus on entering Thai Halal food products into international market. Market screening plays an important role in entering new market or setting up the business in the foreign country. In this paper we have analyzed the importance of Halal Food for the Muslims and explained the growth of Halal food in French markets. The study focuses attention on the identification of key areas in Halal food export and channel strategy. The Thai food industry is amongst dynamic and diverse and we investigated the entering process into the new market. Thai food product is selected to compare and find the competitive advantage.

    Abstract [en]

    This paper describes and analyzes the four stakeholders' views on the possible risk of increased information asymmetry as a consequence of the abolition of the audit duty for small private limited companies in Sweden. The four stakeholders are the Economic Crimes Bureau, the Tax Agency, the Swedish Competition Authority and the Swedish Bankers' Association.

    The object of study in this paper is the four stakeholder consultation response of the audit duty abolition. Their replies are analyzed and interpreted using the stakeholder model, the agent theory, the stewardship theory and the legitimacy theory.

    The Swedish Economic Crime Authority and the Swedish Tax Agency, both rejects the legislative amendment. Competition Authority and the Swedish Bankers' Association, however, are both positive to the bill. The explanation for their different positions is that they have different interests in the companies affected.

    The consultation of the Swedish Tax Agency and the Swedish Economic Crimes Bureau show that they are concerned that the information asymmetry between them as principal and the companies / agent will increase. The Swedish Competition Authority's consultation response contains no discussion that can be interpreted as a concern for greater information asymmetry. The Swedish Bankers' Association shows no concern for increased information asymmetry since they solve such problems through contractual agreements. The Swedish Bankers' Association is the only one of the four consultative stakeholders that has any discussion reminiscent of the Stewardship theory thought structure, since they by guarantee commitments make the interest of the bank/principal and the steward conflate.

    Abstract [en]

    This study aims to increase the knowledge of what opinions freelancing and teaching musicians within the improvised music genres have on the creation of a personal expression and how they consider the subject can be handled in music education. The background chapter provides an overview of the concept of personal expression, followed by a presentation of previous research in the field. The next chapter describes socio-cultural perspective, serving as a theoretical basis.

    The data material consists of four qualitative interviews with freelance improvisers with great educational experience. The result chapter presents the analysis of the musician's view of how a personal expression can be created and how they as teachers consider teaching in this area. The chapter includes how a personal expression is about to affirm ones taste and desire and that confidence, skill and inspiration are aspects to take into consideration. The concluding discussion chapter highlights aspects from the study's result chapter in relation to the socio-cultural perspective on learning and to previous research. Here the themes are among others the collective memory, musical language, musician's tools and the role and function of the school.

    Nästan 30 år efter det att begreppet flexibilitet i arbetslivet kom i bruk råder det fortfarande stor osäkerhet om vad begreppet innebär och hur vanligt det egentligen är. I artikeln diskuteras flexibilitet utifrån en representativ studie av den svenska arbetskraften. I studien konstateras att både traditionellt organiserade och helt fria arbeten är relativt ovanliga. Däremot är flexibla arbetsvillkor desto mer vanligt förekommande och spridda i varierande grad bland den svenska arbetskraften.

    När den högre utbildningen avregleras får universitet  och högskolor själva bestämma hur de ska organisera sin verksamhet. Det sker även i den övriga västvärlden, liksom i den övriga svenska offentliga sektorn. Frågan är dock vad ett sådant självbestämmande egentligen är värt. Avregleringen lämnar nämligen lärosätena att konkurrera med varandra på en allt snävare och alltmer standardiserad spelplan, vilket i sin tur tvingar dem till långtgående rationaliseringar och prioriteringar.

    Denna studie följer elever som deltar i bänkinteraktion omkring matematik med sin lärare. Syftet med studien är att undersöka hur elever beskriver att få enskild hjälp som stöd för sitt lärande. Jag söker möjligheter och hinder som uppstår i lärar- elev interaktioner. Elevernas erfarenheter kan bli en utgångspunkt för hur matematiklärare och speciallärare kan tänka omkring undervisning i klass eller undervisning av elever i behov av stöd.

    Studien har en sociokulturell ansats och är gjord enligt metoden stimulated recall, som i denna studie innebar videoinspelade bänkinteraktioner i kombination med intervjuer omkring inspelningarna. Eleven fick se videoklippet efteråt och med egna ord berätta vad som hände och hur eleven hade tänkt i situationen.

    Teaching materials and students with mental retardation



    From a socio-cultural perspective, teaching materials can be regarded as mediating tools for transferring culturally based knowledge, norms, values and traditions. While literature on teaching materials in general is substantial, few investigations have been conducted on teaching materials for students with mental retardation.



    In this paper I will present parts of an ongoing project in which this issue is focused. The study includes about twenty students in two training school classes and one class for students with mild mental retardation, covering the grades 7 10 in the compulsory school.



    Teaching materials in this study are defined as cultural tools used in education and serving a pedagogical function in programs for students with mental retardation (särskolan). My preliminary findings indicate predominance for everyday skills in teaching material activities. Reading or mathematical development in teaching material activities are of low priority. The activities often imply dilemmas the teacher have to master.

    Abstract [en]

    It has frequently been observed in the literature on hybrid wars that there is a grey zone between peace and war, and that hybrid wars are conflicts which are not clear cases of war. In this paper, I attempt to illuminate this grey zone and the concept and nature of war from the philosophical discussions of vagueness and institutional facts. Vague terms are characterized by the fact that there is no non-arbitrary boundary between entities which lie in their extension, and entities which do not lie in their extension. I apply a theory of vagueness to notions such as “war” and “peace” and go on to suggest that the exact boundary for what counts as a war or not is arbitrary. However, the context in which the conflict occurs determines a range of possible locations for this boundary. The most important contextual parameter is in this respect how the parties to the conflict themselves conceptualize the conflict. I suggest that this can in various ways help us understand grey-zone conflicts.

    Abstract [en]

    This article introduces two different non-parametric wavelet-based panel unit-root tests in the presence of unknown structural breaks and cross-sectional dependencies in the data. These tests are compared with a previously suggested non-parametric wavelet test, the parameteric Im-Pesaran and Shin (IPS) test and a Wald type of test. The results from the Monte Carlo simulations clearly show that the new wavelet-ratio tests are superior to the traditional tests both in terms of size and power in panel unit-root tests because of its robustness to cross-section dependency and structural breaks. Based on an empirical Central American panel application, we can, in contrast to previous research (where bias due to structural breaks is simply disregarded), find strong, clear-cut support for purchasing power parity (PPP) in this developing region.

    Abstract [en]

    The current logistics’ system in Iraq is outmoded and inefficient. This study attempts toidentify the major challenges confronting logistics development in Iraq. A mapping of thetransportation flows is presented together with a forecast on how the transportation sector will develop the coming years. During a trip to Iraq, information was collected through qualitative and quantitative studies that were conducted with stakeholders in the logistics. The performed studies are  omplemented with literature in order answer the purpose.

    The results indicate that issues facing the logistics in Iraq are typical for emerging markets. This study identifies the following challenges; the poor infrastructure, the complex structure of the truck market, the lack of financing opportunities for the private truck sector, the nonexistent cooperation between the private and public sectors, the low utilization, the inefficient trade facilitation and the poor cost awareness. The mapping of transport flow indicates that the expressway no.1 together with the border entries are critical parts of the logistics system in Iraq.

    This study indicates that in order develop the logistics in Iraq the following measurers needs to be accomplished:

    •Development and implementation of a coherent national transport strategy.

    •Integrate the work of the government entities in promoting efficient logistics.

    •Efforts between the government and the private companies have to take place in order to identify and resolve potential problems in transport infrastructure, information flows.

    •Modernize the trucking sector by improving their financial strength.

    The purpose of my study is to examine how four preschool teachers that work in a music-preschool observe the function of music in preschool and the importance of music activities for children in preschool. I decided to use a semi-structured group interview were four preschool teachers participated. I chose Vygotsky's sociocultural perspective as a theoretical starting point in my work.

    In my results, I could see a pattern of cooperation, community and the children's influence as aspects that are important for preschool teachers who participated in my survey. Every question that preschool teachers discussed during the interview took a starting point of children's interests and based on children's conditions.

    Sammanfattning

    I detta examensarbete undersöker jag ett sätt att bjuda in elever att medverka i skolans kvalitetsarbete. Avsikten

    är att konstruera en enkät för utvärdering av undervisning i år 9 och gymnasiet med det avseendet att mäta hur

    elever upplevt förutsättningar för lärande och förståelse av undervisningens innehåll. Detta sker genom att bjuda

    in elever från årskurs 9 att medverka till att påverka utformningen av enkäten. Syftet med enkäten är att

    undersöka hur elevers upplevda lärande och förståelse av ett visst innehåll kan stödjas genom val av arbets- och

    undervisningsform. Det är min önskan att finna en form för kvalitetsarbete i skolan där både elevsamverkan och

    lärande främjas. Den fråga jag ställer mig är: Hur kan elever i en arbetslagsgrupp i årskurs 9 medverka till att

    utvärdera och utforma en kursutvärderande enkät om upplevt lärande och förståelsen av innehåll i förhållande till

    arbetsform? För att besvara denna fråga har jag utformat en enkät i ämnet som i sin tur en elevgrupp har

    utvärderat i grupp. I anslutning till utvärderingen har jag intervjuat dem i grupp inom ramen för syftet.

    Mätinstrumentet, enkäten, är tänkt att användas i fortsatta studier inom samma ämne. I teoridelen redogör jag för

    vad våra styrdokument anser i frågan och vad forskningen anser om elevmedverkan och om vad de anser främjar

    elevers lärande och förståelse. I min slutsats konstaterar jag att det är möjligt att låta elever i årskurs 9 medverka

    till att utvärdera och utforma en kursutvärderande enkät om upplevt lärande och förståelsen av innehåll i

    förhållande till arbetsform. Elever kan anses ha en vilja att påverka sin egen studiesituation och det kan de göra

    med det övergripande ansvaret lagt på vuxna såsom pedagoger när det gäller det slutgiltiga resultatet.

    In this chapter, the sustainability of journalism is explored with interest in how users express trust and distrust towards professional news media. The challenges to the sustainability of journalism have social, financial and environmental tenets. The center of attention here is the social aspect of how users negotiate the end of journalism in society. Users have conflicting views on how professional news media perform, oscillating between if the responsibility of news media should be extended to coverage of conflicting issues or to enable citizens to share a common ground imprinted by solidarity. These aspects merge and manifest in news related to issues of xenophobia and solidarity. The changed financial prospects of the news industry coincide with the timing of globalization’s effects on the local scene, where people experience increasing hurdles across the world. The sustainability of journalism—considered crucial for democracy—is currently under substantial pressure. At the same time, living conditions are deteriorating around the world. People need to migrate to other societies that are becoming ever more polarized between xenophobia and solidarity. News covering this process is constructed within a professional value system that—for the sustainability of journalism—needs to be perceived as legitimate.

    This study investigates the types of information that users of a local news site share on Facebook. This issue relates to the idea of "churnalism", which concerns a form of weakened journalism that diminishes the ability to perform expected tasks in a democratic society. As a major social media platform, Facebook has acquired substantial influence over news dissemination, and therefore, scholarly focus needs to be directed to users as news disseminators. The manners by which users share news on Facebook indicate whether churnalism is promoted or abated through users’ interaction with online news. In this study, a quantitative content analysis illustrates how 348 news articles published on a local news site were shared 7266 times. The results show that concerns related to churnalism should be directed primarily to the fact that the news outlet only rarely provides users with opportunities to interact with serious or hard news, while lightweight news is frequently offered. Despite this, users abate churnalism in the sense that the news they prefer to share is news from in-house sources rather than from external sources. The news extensively shared covers changes in the vicinity, and health care, and has emerged from local and regional events.

    Social plugins for sharing news through Facebook and Twitter have become increasingly salient features on news sites. Together with the user comment feature, social plugins are the most common way for users to contribute. The wide use of multiple features has opened new areas to comprehensively study users’ participatory practices. However, how do these opportunities to participate vary between the participatory spaces that news sites affiliated with local, national broadsheet and tabloid news constitute? How are these opportunities appropriated by users in terms of participatory practices such as commenting and sharing news through Facebook and Twitter? In addition, what differences are there between news sites in these respects? To answer these questions, a quantitative content analysis has been conducted on 3,444 articles from nine Swedish online newspapers. Local newspapers are more likely to allow users to comment on articles than are national newspapers. Tweeting news is appropriated only on news sites affiliated with evening tabloids and national morning newspapers. Sharing news through Facebook is 20 times more common than tweeting news or commenting. The majority of news items do not attract any user interaction.

    The development of social media applications, such as blogs, Facebook, and Twitter, has offered new participatory opportunities for everyday media users. This article contributes to research by looking into one specific aspect of the increasingly more participatory media ecology—the news comment feature. Drawing on a quantitative content analysis of 1,100 news pieces, as well as spaces for user comments, the article reveals both how this emerging public space is shaped by the media company and, later, appropriated by their participating users. Our analysis reveals, for instance, that the online newspaper prefers to allow users to comment on lightweight news such as sports and entertainment. The users, however, prefer to post comments on news covering changes in proximity space, politics, and health care, while also clearly ignoring the most available news pieces (sport and entertainment). In the concluding section, the discrepancy in preferences is discussed.

    Sammanfattning

    Syftet med föreliggande uppsats är att redogöra och utvärdera den nya branschkontrollagen utifrån proportionalitetsprincipen. Vi har undersökt lagens utformning och tillämpning avseende kontrollavgiften och befrielsegrunderna. Den rättsdogmatiska metoden var ett medel för att uppnå detta mål.

    Skatteverket har genom branschkontrollagen fått utökad kontrollmöjlighet för att motverka det omfattande skattefusket som förekommer inom restaurang- och frisörbranschen. I och med att lagen har varit verksam i ett år kan Skatteverket konstatera att den har bidragit till positiva effekter såsom ökade skatteintäkter. Även en ökning av arbetsgivaravgifter har tillfallit staten samt att 4 200 nya tjänster uppkommit som tidigare enligt Skatteverket var svarta. De här exemplen kan ses som positiva indikationer på att kontrollverksamhetens effektivitet är hög och att Skatteverket arbetar i rätt riktning. Det är dock av vikt att ha i åtanke att lagstiftning måste ta hänsyn till andra faktorer än effektivitetskriteriet, eftersom kontrollintresse och dess effektivitet i vissa fall kan kollidera med rättssäkerhet, i synnerhet då proportionalitetsprincipen erfordras vid skattekontroll.

    En redogörelse för proportionalitetsprincipens betydelse och framför allt vid uttagande av kontrollavgift presenteras i det avslutande kapitlet. Vi har även lagt fram hur vi har uppfattat tolkning och tillämpning beträffande befrielsegrunderna från kontrollavgiften. Våra reflektioner resulterar därefter i våra egna förslag till förbättringsåtgärder beträffande utformningen av lagen med hänsyn tagen till rättssäkerhet.

    De slutsatser vi har kommit fram till med hjälp av en analys av fem rättsfall från kammarrätten är bl.a. att befrielsegrunderna i lagen är vaga och svåra att tolka. Vi anser därför att de behöver förtydligas för att öka rättssäkerheten samt att näringsidkarna påverkas hårt ekonomiskt, i synnerhet om lönsamheten i verksamheten är låg. Vi tycker därför att förbättringar i form av automatiskt anstånd med kontrollavgiften borde kunna medges näringsidkarna precis som för skattetillägg.
