    Abstract [en]

    Education plays a key role in disaster risk reduction (DRR) and in creating resilient societies worldwide by disseminating information about risks and in improving people’s risk awareness. This, in turn, helps them to prepare, cope with and recover from possible disaster events, hence making the societies more resilient. This paper shortly presents the theoretical background and the rules of the game Riskville where the participants get to experience in a hands-on manner the connections and conflicts between urban planning, different interests and climate related risks. We conclude that Riskville promotes discussions on different perspectives on disaster risk and resilience and approaches in including them into urban planning.

    Denna rapport, som redovisar del 2 av projektet Social sårbarhet för klimatrelaterade hot, syftar till att ta fram ett generellt sårbarhetsindex för Sverige, men också specifika index för tre olika naturhot: översvämning (älv respektive kust), skogsbrand och ras/skred/erosion. För dessa specifika index har sårbarheten kombinerats med en bedömd exponering för de tre olika hoten. Analysen är gjord på kommun- och RegSO-nivå.

    Index över social sårbarhet för klimatrelaterade risker i Sverige2021Report (Other academic)
    Abstract [sv]

    Studien har tagit fram ett sårbarhetsindex på kommunal nivå i Sverige, baserat på 37 socio-ekonomiska variabler. Metoden som utvecklats i USA bygger på statistisk analys (PCA) och visualisering i ett GIS. Resultaten visar på tydliga regionala skillnader för social sårbarhet. Metoden behöver fortsatt utveckling, med studier för att öka förståelsen för vad som skapar sårbarhet i en svensk kontext.

    Digitalisering av krisövning: Erfarenheter från CriseIT-projekten2021Report (Other academic)

    Genomförandet av övningar är en nyckel till stärkt förmåga att agera effektivt i kris. CriseIT-projekten har haft som mål att bidra till detta genom att skapa möjligheter för kommuner och andra aktörer med krisövningsbehov att öva enklare och oftare.

    Det finns en önskan om, och en medvetenhet om behoven av, att öva mer än vad som görs i nuläget i många organisationer. Digitala verktyg är ett sätt att göra det möjligt att öva oftare, med lägre resursåtgång och kortare tid för planering och genomförande. Corona-pandemin har ytterligare gjort det tydligt vilka möjligheter digitaliseringen innebär för att effektivisera processer som tidigare varit inramade av tids-och rumsbegränsningar –t.ex. övning.

    Denna rapport syftar till att på ett lättillgängligt sätt redogöra för och diskutera utmaningar och möjligheter med den digitala övningsprocessen, så som den kommit till uttryck i CriseIT-projekten, genom att beskriva metodiska arbetssätt för design, genomförande och utvärdering av digitala krisövningar samt några perspektiv på implementering av digital övningsmetodik i organisationer. Målgrupp för rapporten är den som arbetar med krisberedskap i offentlig eller privat verksamhet, och som önskar lära sig mer om möjligheten att digitalisera sin övningsprocess. Arbetsrapporten är del av resultatredovisning för CriseIT2.

    A modern feature of flood risk management is to integrate ecological, economic and social aspects in risk prevention and mitigation. Risk-reducing measures can be in conflict with ecosystem functions and complicate upstream/downstream relations. Flood risks are also influenced by processes in the catchment, such as changes in climate and land-use, or increases of vulnerable urban areas. Lake Vänern in Sweden has high ecological and social values but is also flood-prone, which in this article has been analyzed from a perspective of sustainable development. Lake Vänern and the Göta älv River are used for drinking water supply, shipping, hydropower production, fishing, tourism, as a recipient for industries and wastewater plants, etc. The flood risks are connected to landslide and industrial risks. One interest at stake is the drinking water supply for 800,000 persons in the Gothenburg region. According to climate scenarios, flood risks will increase in the 21st century due to increased precipitation. Recent studies in the region were used to identify relevant interests and values connected to Lake Vänern. The study reveals differing interests in relation to water level regimes. From a flood protection perspective (risks around the lake and downstream to Gothenburg) a low and stable water level is beneficial. For shipping and hydropower, a stable medium-high water level is wanted, whereas from an ecosystem and landscape development perspective larger water level amplitudes are optimal. One out of a few reasons for this is the need to prevent a massive increase in vegetation in coastal areas. There are good reasons to have a broad decision-support, representing different values and interests, when the permanent water regulation scheme will be decided. This study also addresses the potential to reconcile the concept of flood risk management with that of a sustainable development.

    Att förstå och sätta mått på sårbarheter hos människor och samhälle är centralt för att reducera risker. I denna rapport utforskas social sårbarhet för olika klimathot i Norden i tre delar: en litteraturstudie av den vetenskapliga kunskapen i en nordisk kontext, en sammanställning av grå litteratur inom området, och ett speciellt fokuskapitel som belyser rättvisedimensionen kopplat till social sårbarhet.
