    Kommunikation och politiska beslut i säkerhetsarbete utifrån LSO: En studie av IDA-pilot och jämförelsekommuner -Slutrapport inom KOBS-projektet2009Report (Other academic)

    Projektet Kommunikation och beslut i kommunalt säkerhetsarbete (KOBS) har bedrivits under åren 2007-2009 och består av två delstudier riktade mot olika forskningsområden. Den ena delstudien behandlar frågor om kommunikativa processer i kommunalt säkerhetsarbetet. Den andra delstudien följer forskningsmässigt hur idéer om säkerhetsarbete sprids till politiska beslutsprocesser på kommunal nivå.

    Rapporten redovisar resultatet av studierna och belyser teoretisk och empiriskt betydelsen av kommunikationens organisering och meningskapandet i den kommunala organisationen. Resultaten belyser även hur det webbaserade informationssystemet IDA (indikatorer, data och analys för skydd mot olyckor) och lagen ”Lag om skydd mot olyckor” påverkat institutionaliseringen och diffusionen av idéer om skydds- och säkerhetsarbete i kommunerna.

    Studien är genomförd på uppdrag av dåvarande Statens Räddningsverk, numera Myndigheten för samhällsskydd och beredskap. Vår ambition har varit att belysa hur kunskap och idéer används och sprids inom de organisationer som hanterar kommunalt säkerhetsarbete inom ramen för Lagen om skydd mot olyckor.

    Kommunikation och politiska frågor i det kommunala skydds- och säkerhetsarbetet: Halvtidsrapport inom KOBS-projektet2008Report (Other academic)
    Abstract [en]

    The Swedish Rescue Services Agency (SRSA) develops during the years 2007-2008 a new webbased information system: Indicators, data and analysis for protection against accidents (IDA). In connection with IDA an assignment was formulated with instructions to illustrate the followingup and evaluation parts for further activities in the municipalities considering communication and decision about the protection against accidents. The project Communication and decision in municipal protection and safety work (KOBS) will be persued during the years 2007-2009 and consists of two sub studies directed at different research areas. The first sub study treated issues about communicative processes in municipal security work. The second sub study scrutinized how ideas about safety work are disseminated to political decision-making processes on a municipal level. The report shows the result of the first data collecting during the summer and autumn 2007 within both sub studies and describes the conditions before the IDA-system was completely introduced and came into use.

    The study has a quasi-experimental design. Five IDA-pilot municipalities/local authorities have been selected and in order to enable analyses a comparison group of five coordinated municipalities/local authorities has been created. Methods used are interviews, video recordings of discussion groups and analyses of documents.

    The results from the first sub study show that a communicative infrastructure with a relatively similar look has been developed in the municipalities. It consists mainly of: A) The responsibility for the task is political and the municipal council is the definite decision forum. B) The responsibility for writing the action plan is delegated to a professional official often directly subordinated to the municipal executive board. C) When the municipality is part of a local authority formation the local authority mostly takes responsibility for the Civil protection Act against Accidents action program for rescue service. D) Mostly there is a lower hierarchical ranged political board or steering group in the municipality that makes priorities. E) There are risk management groups in most municipalities and these groups take active part in the action plan work.

    Within the Civil protection Act area work is distinctly overall administrative while the overall sector work is more obvious within the area extraordinary incidents. The new areas in the action plans are mainly issues about nature, climate and environment.

    The second sub study investigates if and in that case how municipal protection and safety work are discussed on a political municipality level. Minutes from the municipal council and the municipal executive board in seven municipalities have been studied during the period January 2006 - June 2007 based on sixteen selected words/key concepts. The municipal safety work is mainly an issue for the municipal council/municipal executive board when laws and ordinances call for it. Emergency management and the organizing of rescue service, budget and regulations are frequent in the minutes as decisions to elect and dismiss members. Some issues are also successfully spread via diffusion – road safety and security for elderly people. Road safety dominates the political safety work in the municipalities. All municipalities also discuss a kind of help at home for the elderly, called “Fixar-Malte”. Malte is described as how to reduce the number of falling accidents among elderly and increase their security. Elderly and children are frequent in the municipal safety work. Even women´s safety is at some occasion discussed in five municipalities while politicians´ safety is dealt with in three municipalities. The municipal protection work is mainly about nature conservation and environmental protection. How explicit nature conservation and environmental protection involves the municipal rescue service varies however.
