    Abstract [en]

    This study applies the protection motivation theory (PMT) in analysing homeowners’ flood risk perception and their risk reduction behaviour. A survey was completed by 1143 households in flood-prone residential areas in Sweden. Respondents were asked about their flood experience, their beliefs about their future private flood risk, their trust in public risk reduction and their perception of how responsibility for flood risk reduction is divided between different governmental and private institutions. This study finds that homeowners that have implemented private flood risk reduction (FRR) had to a larger extent been exposed to floods in the past and they considered public FRR to be insufficient. They also had a greater sense of responsibility and believed they had considerable knowledge on how to reduce their private flood risk. Respondents were also asked about their preferences for performing 15 specific private risk reducing measures. The most frequent answer given by homeowners was (1) they do not have the knowledge needed to evaluate the measures. (2) They have evaluated the measures and deemed that the measures will not be able to effectively reduce their private flood risk. To facilitate and exploit the flood risk reduction potential of households, this study identifies the following four areas of flood risk management that need to be better communicated to residents in vulnerable residential areas: Objective flood risk, response efficacy regarding private and public FRR measures, skills that can increase homeowners’ self-efficacy, and the actual responsibility distribution by law concerning private property flood risk reduction.

    The need for communities to be prepared for a wide variety of critical events places considerable responsibility on local municipal leaders. However, few studies have examined how these leaders themselves view crisis, preparedness issues. The purpose of this study was to examine factors that contribute to three aspects of preparedness among municipal leaders: perceived municipal preparedness, perceived individual preparedness and motivation for preparedness work. Six hypotheses were formulated. The research questions were investigated using data from a questionnaire sent out to all Swedish municipalities (N = 290) and four categories of municipal leaders respectively (N = 1101). The response rate was 67%. Data were analyzed by linear regression and logistic regression. Different factors predicted the three outcome variables, which indicates different mental concepts. The hypotheses were partly supported and the results are discussed using self-efficacy theory. The findings have implications for understanding perceived preparedness and motivation, and can be used to e.g. develop crisis management exercises.(C) 2017 Elsevier Ltd. All rights reserved.

    The article is explorative and deals with the management of risk in conjunction with municipality planning of the physical environments in Sweden. The central research question was to investigate; “How are questions about risk issues treated in Swedish societal planning today?” Subject of investigation is a sample of municipal comprehensive master plan documents. The aim was to present a descriptive review of what risks regarding health, safety and security that are considered in a set of municipal comprehensive master plan documents prepared and adopted by Swedish municipalities. Additional aims are to describe how risks are dealt with (in what terms, extent and depth) and also to examine how risks are advocated to be handled in the future. Findings show that the plans include several visions, strategies and suggested improvements concerning risk-related issues, all aiming to create a healthier, safer and more secure municipality. However everyday risks in everyday surroundings attract less attention than disastrous risks with low probabilities and large consequences. Integration and management of risks is advocated to be further considered in more elaborated planning processes, but few plans specify how, when and with which participants. Few plans present a more philosophical discussion within their plans about different types of risks in society. Findings indicate further needs to examine and develop the planning process with regard to the management of risks from a broader variety of perspectives, and with special emphasis also on more “common threats”.

    Abstract [en]

    The starting point for this article is the need to develop empirical insights about contemporary societal risk and safety management practice and executive structures. In order to facilitate insights about societal risk and safety management in a Scandinavian welfare context we use Sweden and its local governmental level (municipal) as an empirical frame in this paper. The aim for this article is to analyse how a variety of risk and safety management tasks are divided within the Swedish municipalities. The objectives are to frame the current directions for internal allocations of risk and safety issues by providing an empirically based executive typology and to contemplate the implications and future research needs that arise from that management pattern.The analysis is based on statistical analysis of information from a web-survey with chief officials (n = 1283) with responsibilities for different municipal functions and sectors. In this study the responses to one of the survey questions are used for statistical analysis. The analyzed question focused on the degree that the respondents estimated that their administrative sector or function handled a selection of risk and safety management assignments (n = 45). A factor analysis was applied to identify patterns in the dataset. The analysis resulted in an eight factor solution with a high degree of explained variance (74.3%). The results provide an elementary contribution to the understanding of the current societal risks and safety management directions.

    The ''Civil Protection Act Against Accidents'' entered into force in 2004 in Sweden, and stipulates management by objectives, risk analysis work, political prioritizations, and cross-sectoral work on the municipal level, entailing a new challenge for the municipalities and the rescue service. The studies presented in this article focuses on studying the discussions of politicians and staff groups in order to understand how a new law is perceived and acquires significance over time. The first study was carried out during 2003, and the second between 2009 and 2010. The result shows that attitudes regarding the ambitions of the upcoming law could be formulated in discourses about the municipality's safety and protection work. Two main discourses emerged with certain common standpoints, Discourse I and Discourse II. Discourse I was mainly rooted in current reality and critical as regards the coming Act, while Discourse II was more rooted in the ambitions of the upcoming Act.

    The development from 2003 to 2010 shows a gradual shift towards a complex and conflict-laden Discourse II and a strengthening of Discourse I. Discourse II, which emanated from the intermediate level, has spread all the way up to the very highest political level, but only partly down to the lowest hierarchical level consisting of foremen and firemen. The results also indicate that a great deal of mutual communication is necessary in order to realise the ideas of the new legislation in practise.

    Abstract [en]

    Although municipalities clearly deal with a broad range of safety issues, little is known about their safety management practices and their usage of safety management tools across sectors. In order to open up the municipal safety management toolbox, this study explores which tools that are being used in Swedish municipalities and by which municipal sector. Our results indicate that tools such as risk inventory, safety rounds and risk analysis are broadly used across most sectors, while usage of other tools is more restricted to certain sectors. Legislative requirements, tool characteristics and actual needs are assumed to influence the usage of tools. Further research in this field is needed for better adaption of safety management tools to municipal needs.
