Under 2011 implementerade den svenska regeringen en lag om fysisk planering och hur den ska ta hänsyn till det regionala perspektivet. Den regionala nivån har traditionellt sett varit svag i Sverige i jämförelse med den lokala och nationella nivån och den fysiska planeringen ligger på kommunernas ansvar. Den regionala nivån har också anklagats, från vetenskapen och forskare, att vara avpolitiserande och fokusera på förhandling och samförstånd. Den fy-siska planeringen är organiserad och drivs genom demokratiska processer på kommunal nivå och det är politikerna som fattar de beslut som den fysiska planeringen jobbar efter.När fysisk planering ska ta hänsyn till det regionala perspektivet förändras villkoren för poli-tiken och det blir en förändrad politisk arena. Syftet med denna studie är att analysera aktörer i Värmland och deras syn på denna förändrade arena och de nya villkoren för politik den för med sig. Aktörer i denna studie är både politiker och tjänstemän som arbetar med fysisk pla-nering.Teorier och tidigare forskning som används för att kontextualisera problemet är sådana som gäller regionalism med fokus på nyregionalism och dess konsekvenser. Det finns också en teori om mellankommunalt samarbete och konsekvenser med avseende till detta.För att uppfylla studiens syfte har jag intervjuat totalt 7 aktörer från två kommuner, Region Värmland, och Länsstyrelsen. De två sista arbetar med regionalpolitik i Värmland med Läns-styrelsen direkt knutna till regeringen och Region Värmland som är ett regionalt kommunal-organ med alla kommuner närvarande. Genom analys av intervjuerna har jag funnit ett antal teman som slutsatser dras utifrån. Resultaten är att alla berörda parter påtalar att det regionala perspektivet är viktigt för fysisk planering och att det är nödvändigt att betrakta den regionala nivån. Det största problemet är att de alla är osäkra om vilken roll Region Värmland kommer att få och hur politiken kommer att ske i praktiken.

In 2011 the Swedish government implemented a law regarding spatial planning and how it shall regard the regional perspective. The regional level has traditionally been weak in Swe-den in comparison to the local and the national level and the spatial planning is and have been the responsibility of the municipalities. The regional level has also been accused, from the science and scientists, to be depoliticizing and to focus on negotiation and consensus. The spatial planning is organized and driven through democratic processes on municipal level and it is politicians who takes the decisions which the spatial planning fulfills.When the spatial planning is going to regard the regional perspective the terms for politics is changing and a new political space is taking place. The aim of this study is to analyze stake-holders in the county of Värmland and their view of this new space and the new terms for politics. Stakeholders in this study is both politicians and officials who is working with spatial planning.Theories used to contextualize the problem is those regarding regionalism with a focus on neoregionalism and its consequences. There is also a theory about cooperation between mu-nicipals and consequences regarding to this.To fulfill the study's aim I've interview a total of 7 stakeholders from two municipals, Region Värmland and Länsstyrelsen. The last two is working with regional politics in Värmland with Länsstyrelsen directly tied to the government and Region Värmland is a regional cooperation council with all the municipalities present. Through analysis of the interviews I have found a number of themes from which conclusions are drawn. The results are that all stakeholders insist that the regional perspective is important for the spatial planning and that it is needed to regard the regional level. The main problem is that they are insecure about the role Region Värmland is going to have and how the politics is going to take place practically.
