Learning in a project oriented voluntary organization : ”An application had been sent in…Or someone had…” (English)
Abstract [en]

In this study we look at our interest and willingness to learn within and across projects. The focus is on the organization Save the Children. It is an organization that has extensive experience of working in projects.

We wanted to know how employed project managers of the Save the Children perceive what they learn and what they are taught in their mission.

Our theoretical starting points are about what is a project, how learning takes place, and more specified; how learning takes place between and within different projects. To be a learning organization, the organization must actively support learning modalities. We have used the theories of project work and learning forms taken from, for example; Piaget, Kolb ,Tell & Söderlund.

We have collected the empirical data from interviews with project managers and chairmen of Save the Children. The interviews were conducted as three-way conversation by phone, with open responses. We used methodology and epistemological theory from Trost and Ekström & Larsson.

Our conclusion is that Save the Children is a learning organization in some aspects. There are networks for collaboration in a project and new project managers gets help from former project managers. There are employed business developers that provide support, through conveying the values and knowledge of Save the Children. Save the Children choose to recruit project managers who are already active members and a learning process have already taken place.

In other aspects, the Save the Children is not a learning organization. We do not see that Save the Children uses evaluation, final reports or training in project methodology to learn from their various projects. Save the Children seems satisfied to let financiers' demands for feedback control documentation and reports set the standard, rather than have their own system.

The project approach, that one project is followed by another, and that there also several projects in parallel means that it should be meaningful for the Save the Children to learn from their projects.

We continue to see the problem that Save the Children works in involuntary projects, and that this may affect learning conditions. Save the Children is, in some aspects, organized as two separate organizations.  One elected representative organization for volunteer work and one professional organization for project work around the perimeter of the assignments that are part of the public sector.

Research areas could develop the issue of democracy when an organization has a face / surface and another inside. Another issue is to study the role in society that is appropriate for government-funded NGOs.
