Democratic culture? : A study of kultursamverkansmodellen (English)
Abstract [en]

Since 2011, a change has occurred in the Swedish cultural policy through the implementation of what has come to be known as culture collaborative model (kultursamverkansmodellen). In short, this means that a greater emphasis on cultural policies is imposed on the regional level which not previously had any active role in cultural policy.

Kultursamverkansmodellen is for many reasons a good example of what in Political Science is referred to as interactive governance. A form of control method which is characterized by policy networks, multi-level governance, and a large amount of included participants

The change in decision-making kultursamverkansmodellen is characterized by risk giving rise to a range of democratic problems. Elected officials and stakeholders might for example be losing power and control over decisions. The purpose of this study is to answer the question: Is kultursamverkansmodellen is democratic anchored? To answer that question I use the book Interactive Governance (2012) and the four models for democratic basis that it presents.

The survey shows that kultursamverkansmodellen is anchored on elected politicians, participating teams and organizations, and the democratic rules and norms. However not in the regional population. But the anchor of elected politicians is considered so strong that the democratic problem can be resolved.

The conclusion is thus that the Culture collaborative model is democratically anchored. However, there are other boundary problems that might be worth paying additional attention to in further studies.
