There have been accusations made about the Swedish integration policy that it is founded on the presumptions that we, as human beings, are fundamentally different from each other depending on our birthplace and/or ethnicity. These presumptions combined with the goal that states everyone’s same rights, obligations and opportunities makes up for an integration policy paradox. Therefor the aim of this essay has been to examine whether the integration policies could be considered a part of the production as well as the reproduction of a mindset that defines us in relation to the Other. The study is based on a discourse analysis of the Swedish integration policy that has been done with the help of Carol Bacchi’s (2009) method “What’s the problem represented to be?” for analyzing problem representations of political policies. The main question that has been raised, and is being tested through this essay, is: Can the Swedish integration policy be regarded as paradoxical, in the sense that it assumes inherent differences between people? Thereafter two further questions have been used to guide the analysis: What’s the problem represented to be within the integration policy? And: What impact has identities and ethnicities had in the construction of integration policies?Using a selection of Carol Bacchi’s analytical questions an analytical framework has been made to examine the main governmental documents that provide full insight to how the integration policies is formed. With the starting-point in postcolonial theory and an ambition to have an inductive approach this study has arrived at a conclusion total opposite from what has been said in previous analysis of the integration policy. In other words, the integration policy cannot be regarded as a paradox. The main reason for this is how the priority in the policy is based on the belief that the social economical standards in one’s life are essential to how people’s lives are being played out. Furthermore the policy is focused on how to enhance the opportunities and conditions in the life of individual’s, rather than being group oriented, regardless of the ethnicity and/or foreign background.
