The opening article of the European Union: Annual Review 2002/2003 argues that the activities of the European Union can be conceptualised as representing the evolution of three kinds of 'Europe'. On this basis, there is a strong possibility that the Union may evolve along the lines of a 'Hub and Spokes Europe'
