The opening article of the European Union: Annual Review 2004/2005 reflects upon the position of the European Union and its continual development as 'a superpower without a superstate'. The article introduces the concept of a 'Fusing Europe' as a explanatory tool to evaluate the development of the EU regardless of the challenges in ratifying the 2004 Constitutional Treaty
