Prerequisites for organizational change : - A study of Arvika municipality and Kristinehman municipality (English)

The purpose of this essay is to examine the conditions for organizational change in two municipalities in Värmland. The intention is to examine the underlying factors for the change, and if the planned change was carried out in practice, or whether further changes or additions were made when the change was implemented. I have been using two municipalities in Värmland - one municipality that has the Social Democrats as the majority party and one municipality that has the Moderate party as the majority party. The changes are examined based on organization theory to public sector and examines the political dimension and the dimension officials - politicians.

The examination is thereby a case study where I examine the changes on the basis of four approaches - the importance of tradition, cultural impacts, openness to innovations and changes, and space for own initiatives - to see if the prerequisites for change in Arvika municipality and Kristinehamn municipality differ or not.

My findings are that the prerequisites for change in some ways differ in Arvika municipality and Kristinehamn municipality. At the same time I find similarities in the changes that I am examining. The elements of the theories three perspectives differ between the two municipalities where Arvika municipality, in its change, has lots of impacts from all of the perspectives while Kristinehamn municipality has one perspective which is more prominent than the other two. I also find that it differs in how the respondents talk about policy in the two municipalities, depending on wheather they are a official or a politician.
