Abstract [sv]

Det har blivit viktigt för många organisationer att hantera ett flertal projekt samtidigt. När antalet projekt ökar skapar det komplexitet, vilket medför att det krävs mer fokus på en multiprojektmiljö. I organisationer där det saknas ägarstyrning (Project Governance) existerar inga bra metoder att överblicka pågående projekt som därmed ofta tenderar att förbli ofullständiga- och ofärdiga. Projekt misslyckas på grund av att det inte finns en förfrågan om ledarskap i form av aktiv ägarstyrning. Syftetmed studien var att undersöka och belysa styrningen av projekt i en offentlig organisation. Studiengenomfördes med en kvalitativ undersökning utifrån en tematisk analys och bygger på data från tio intervjuer som utfördes på tio kommuner i Sverige. Resultatet presenteras i tre teman: (1) Vem är det som bestämmer egentligen?, (2) Individberoende och prioritering utifrån dagsbehov och (3) Den kulturella tryggheten. I resultatanalysen används ”Stjärnmodellen” som teoretisk utgångspunkt. Studienvisar i stora drag att det idag saknas en övergripande strategi och standardiserade principer för styrning av projektledningsarbete. Studien visar även att kultur, regler och lagar samt politiska beslut är viktiga styrmedel som måste hanteras för att effektivisera projektstyrning.

Abstract [en]

It has become important for many organizations to manage several projects at the same time. As the number of projects increases, it creates complexity, which means that more focus is needed on a multiproject environment. In organizations where there is no Project Governance, there are no good methods to overview ongoing projects that thus often tend to remain incomplete and unfinished. Projects fail because there is no request for leadership in the form of active ownership management. The purpose of the study was to investigate and highlight the governance of projects in a public organization. The study was conducted with a qualitative survey based on a thematic analysis and is based on data from ten interviews conducted at ten municipalities in Sweden. The results are presented in three themes: (1) Who really decides?, (2) Individual dependence and prioritization based on daily needs and (3) Cultural security. In the results analysis, the "Star Model" is used as a theoretical starting point. The study largely shows that there is currently a lack of a comprehensive strategy and standardized principles for the management of project management work. The study also shows that culture, rules, and laws as well as political decisions are important instruments that need to be managed to streamline project management
