State Interventions in Teacher Salary Negotiation Processes: The Case of Sweden

Abstract [en]

Recently, Swedish government entered a ground forbidden for it since 1936! Then it was decided that employer associations should deal with salary negotiations directly with trade unions. Now the state contends that municipalities have not exercised their autonomous power to improve student performances satisfactorily. This has paved a way for the state to intervene in the salary negotiation process. Our data suggest that differentiated pay increase appears to be a two-edged sword.
