Previous research regarding occupational hazards and the laws concerning accident insurance and workplace inspection is mainly focused around a specific geographical position or the continued evolution of the industrialization, but the research concerning the power and control that the Labor inspectorate is very limited. This essay puts the local inspectorate in Karlstads district in focus and examines it in contrast to the changes made to the accident insurance that takes place in 1929. The changes made to the law is to include occupational diseases and opens up the industry to further criticism towards their work environment and the essay will examine how these changes impact the power status and social control that the inspectorate practices as an administrative authority. The questions asked are what viewpoint the workplaces had towards safety and occupational hazards before and after the new law, what relation the industry had with the Labor inspectorate and if any changes took place after 1929 and also how the new law impacted the Labor inspectorates power and control. These questions will be answered by analyzing the Labor inspectorates documentation regarding occupational accidents, Inspectorate yearly protocols and their annual reports. The essay will be able to convey a deeper understanding and insight into the workings and relation of the inspectorate and Swedish industry, what power structures that were acting during the researched period and how the inspectorate utilized their control.
