This thesis is about the Swedish police reform and the reasons behind it. The aim of the study is to find the problems who caused the need of a reform in the first place and analyse if it has solved these problems. The problems behind the police reform were found through studies of documents. The theory and method is based on discourse theory and Carol Lee Bacchi’s approach ”What’s the problem represented to be?”. From this method three research questions were formed: 1) what is the problem which caused the need of a police reform? 2) is the reform a solution to the problem identified in question 1? 3) has the police reform fulfilled it’s purpose?
The study results in a conclusion that the problem behind the former police organisation was management and leadership problems, which caused the need of a reform. However these problems still remain, the reform is therefore not a complete solution to them.
