Gender Mainstreaming, What’s the Problem?
A WPR-Analysis of Gender Mainstreaming in Swedish Academia
Gender mainstreaming in government agencies has taken place for twenty years, despite that fact new projects and directives are constantly being implemented, which aim to incorporate a gender perspective in all parts of the policy. In this thesis, gender mainstreaming of higher education institutions in Sweden has been studied. The study uses Carol Lee Bacchi’s (2009) method: What's the Problem Represented to Be? for studying policy documents to analyse government directives and a selection of educational institutions' plans to incorporate a gender equality perspective in the whole process. The questions in this thesis are: How is the problem produced? Which assumptions shape the problem? What is not problematized? and What effects are produced by the representation of the problem? The most reoccurring problems represented in material is the lack of knowledge, and structures that perpetuate and maintain gender inequality. The conclusion is that it is much more complicated than that. The results of the study tell us something about gender mainstreaming and government policy in a larger sense beyond the academic world.
