This essay discusses the degree of influence that the Town Youth Council had during the decision-making process that preceeded the builiding of the House of Youths in Karlstad. It is a survey of records and basis of decisions of both the Town Youth Council and the Town Council during 2002-2003. The essay also discusses the role that the education system has regarding teaching youths possibilities of civic influence. The essay focuses on three issues: 1) What degree of influence did the Town Youth Council have during the decision-making process concerning the House of Youths in Karlstad? 2) Does the Town Youth Council have any real power in Karlstad? and 3) Should the education system shift focus from teaching that democratic ways of influence are the right and only way to gain influence, when it is obvious that they are not effective? The survey shows that the Town Youth Council has had a low degree of influence during the greater part of the decision-making process and have only participated as consultants. Only after the crucial decisions have been made, did the Youth Town Council have influence on the process in form of partnership.

Examensuppsats Lärarutbildningen av Annika Olofsson, vt 2005. Handledare: Ann Bernmark-Ottosson ”Karlstads Ungdomsfullmäktige och Ungdomens Hus – reell makt eller skendemokrati?” Syftet med uppsatsen är att undersöka vilken grad av inflytande som Karlstads Ungdomsfullmäktige har haft under beslutsprocessen vid byggandet av Ungdomens Hus i Karlstad. Syftet har även varit att belysa skolan uppgift gällande undervisning om demokratiska påverkansmöjligheter. De undersökningsfrågor som läggs fokus på är 1) Vilken grad av inflytande har ungdomsfullmäktige haft vid beslutsprocessen rörande Ungdomens Hus i Karlstad? 2) Har Ungdomsfullmäktige någon reell makt i Karlstad kommun? och 3) Om demokratiska/parlamentariska påverkansmöjligheter bevisligen inte fungerar, är det då rätt av skolan att fortsätta att undervisa om dessa som det ”bästa” alternativet? Tillvägagångssättet har varit att analysera graden av inflytande Ungdomsfullmäktiges och Kommunfullmäktiges protokoll och förarbeten under den politiska processen 2002-2003 som föregått byggandet av Ungdomens Hus i Karlstad. Mina slutsatser är att Ungdomsfullmäktige under större delen av processen haft en låg grad av inflytande, i form av konsultation. Endast när det avgörande besluten fattats har Ungdomsfullmäktige haft medinflytande på den fortsatta utvecklingen. Uppsatsen avslutas med didaktiska reflektioner som diskuterar skolans uppgift när det gäller demokratiskt inflytande.
