Abstract [en]

To receive membership in the European Union several demands has to be fulfilled. One of the most important issues is the implementation of the European Union legislation, in each candidate country. One of many directives is 91/271/EEG; wastewater treatments in urban areas, is an issue with high priority in the European Union. The four candidate countries, Estonia, Latvia, Lithuania and Poland share the unique geographic location nearby the Baltic Sea, in which several serious environmental problems occurs, such as discharge of wastewater. The result in the previous study, based on literature an a few interview’s, shows different opportunities for all four-candidate countries to achieve a complete treatment of wastewater. By financial support, such as ISPA-foundation, assistance is given to each country to build and restore sewage treatment plants. Nevertheless, some problems still remain. Both economic and administrative problems have to be solved, before a complete implementation of directive 91/271/EEG can be imported in the four candidate countries. Support, in form of both technical and economic assistance will be given when all four countries enter in to the European Union the 1st of May 2004. Hopefully a positive result will be seen during the transition period, in which all candidate countries can continue the environmental work towards European Union demands.
