On the 29 of October 2003 the proposition for the new EU-legislation for chemicals (REACH) were finally set. During the year anyone that were interested in the subject have been able to share their opinion through a forum on the internet. But the subject is very complex and a lot of powerful interests are affected by this legislation. Many companies and organisations have tried to change the legislation to suite there needs. Who is responsible for the development of the legislation? With REACH, the chemical industry have a bigger responsibility for the products and they must prove that the products are safe before they can make it available to the market. Due to severe pressure from the chemical industry the EU commission have lowered the requirements in the legislation – under criticism from environmental organisations. According to them, the new legislation have lost its power and are far from sufficient. Even though the new legislation is finished, there are still discussions within the EU about REACH and how its going to look. The final word have not yet been said! In this essay you can follow the development of the REACH legislation and the forces behind the decisions. Who can benefit from it and why.
