Karlstads universitets betydelse för utvecklingen i Värmland - en studie kring lokalisering av forskning och högre utbildning i Sverige

Abstract [sv]

Det har länge varit en debatt om lokalisering av forskning och högre utbildning i Sverige. Efter hand har universitet och högskolor allt mer givits rollen av instrument i den regionala utvecklingen. Nyttan av lokalisering av forskning och utbildning i mer perifera regioner ställs mot de eventuella nackdelarna som exempelvis försämrat resultat. I den här uppsatsen undersöks vilken betydelse ett universitet har för utvecklingen i sin omkring liggande region. En avgränsning har gjorts till Karlstads universitet och Värmland. Frågorna som avsetts att besvaras i uppsatsen är: Vilken betydelse har Karlstads universitet för Värmlands utveckling och hur ser olika regionala aktörer på universitetets roll i den regionala utvecklingen? Hur ser Karlstads universitet på samverkan och delaktighet i den regionala utvecklingen samt vilka tillvägagångssätt tillämpas? Metoden för att samla in material har varit med tonvikt på intervjuer vilka har genomförts med representanter för olika myndigheter, Karlstads universitet samt näringslivet i regionen. Studien visar att samverkan med olika aktörer är av stor betydelse för Karlstads universitet. Målsättningen finns att bli ett av Europas bästa universitet på samverkan och det ska uppnås genom att bl.a. organisationen omstruktureras, beslut och direktiv ska återkopplas till gällande strategier så att inte långsiktigheten riskeras samt att förankra målsättningar och beslut på hela universitetet. Mycket arbete har samtidigt lagts på att studera andra lärosätens samverkan vilket gjort att de ansvariga vid Karlstads universitet kommit fram till vissa insikter kring hur de vill ha sin samverkan. Enligt respondenterna har Karlstads universitet en positiv och betydande inverkan på utvecklingen i regionen. Då det är ett ungt universitet och effekterna ofta kan ta tio till femton år så är den mätbara påverkan ännu inte påtaglig och fakta om utvecklingen ännu bristfällig. Intervjuerna visar exempel på generativa effekter men det är fortfarande sällsynt med avknoppningar av företag från universitetet genom den inkubationsverksamhet som där bedrivs. Samverkan mellan universitetet och näringslivet samt myndigheter, sker på formell men även till stor del på informell nivå. Utbytet kan vara direkt mellan universitetet och andra aktörer men sker ofta indirekt genom någon av de olika organisationer som är mer eller mindre knutna till universitetet. Uppdragsutbildning, olika undersökningar samt samarbete kring forskning är exempel på vad Karlstads universitet erbjuder näringslivet i form av tjänster. Det anses finnas få försvårande omständigheter i samarbetet mellan universitetet och övriga samhället. Det som skiljer den akademiska världen från näringslivet är olika tidsramar samt lägre flexibilitet i organisationen. Karlstads universitet anses hålla en tillfredställande nivå på den undervisning och forskning som bedrivs. Universitetets nationella kontakter och nätverk har ett stort värde för Värmland. Att universitetet engagerar sig i regionens utveckling ses som positivt men ansvaret för utvecklingen av Värmland ligger enligt flera respondenter huvudsakligen hos olika myndigheter.

Abstract [en]

To be a strong region in today’s Europe it is necessary to develop an economy that can be competitive. More and more regions try to be part of the new knowledge based society and to become a knowledge region. An important step in that direction is to produce highly educated people or as an alternative makes that kind people move to the region. In Sweden as well as other countries universities are no longer just a place for education and science. They have also become an instrument for the authorities to change an often-negative development in peripheral regions and other areas with development problems. Sweden has for a long time had a debate about the location of higher education and science. For example when Umeå in the northern part of the country become a university in 1963 many persons from the traditional well-established institutes of higher education were rather critic. The criticism focused on expected declined results of both science and education when the resources would be shared between more universities. It has also been discussed if and in what way a university effects the development in its region. Does the university enrich the businesses and the industry in the regions with knowledge and are more companies started because of the activity at universities? The purpose with this essay is to investigate whether the universities in Sweden’s more peripheral regions has a positive effect on the economical development or not. Do the authorities’ big investments in such universities pay back? A university effects its region in many different ways. Some examples are pleasure, culture etc. which indirectly also has an effect on business life and there for the economical development as well. In this essay the focus is more on the direct effects that the university have on the region. Does the region attract investments and new companies because of the university, are there any spin-off effects such as new companies started because of the scientific activity and inventions made at the university and do the well educated students have any influence on the companies’ strategies? The expectations and attitudes about co-operation of both the region and the regional actors have been stressed. The research was limited to the University of Karlstad and the region of Värmland and the questions which were expected to be answered in the essay were the following: What importance does the University of Karlstad have for the development of Värmland and which role do different regional operators expect the university to play in the regional development? What is the University of Karlstad view on co-operation, participation in the regional development and what is its course of action? There is not much statistics about the synergy effects of the university in Karlstad. The authorities in the region have facts about new companies and development of industry but have not stressed the importance of the university. So far the university itself has not investigated its importance for the economical development of the region very much either. With the absence of facts and previous reports the main method for collecting information is qualitative and based on interviews. Eleven interviews have been made with persons representing authorities, companies and various organisations. According to the respondents the University of Karlstad has a major impact on the development of the region. Since it is a rather young university it might take another ten to fifteen years before more certain effects of it might be proved. The interviews show examples of synergy effects but so-called spin-off companies are still rare. The co-operation between the university on one side and industry and authorities on the other can be formal but in rather many cases they are of a more informal nature. The exchange might be direct between the university and other regional actors but often they are indirect via any of the different organisations that are connected to the university. Education, different investigations and co-operation in the scientific work are all examples of what kind of services the University of Karlstad offers the industry in the region. According to the interviews there are no direct demands on the University of Karlstad to be involved in the development of the region. There is however a wish for the regional actors to co-operate but the purpose is that co-operation is also valuable for the university and that a strong region is good for all parties involved. That the university not only focuses on its near area but also acts on the national and international level is considered as positive. Because that new knowledge is brought to Värmland, the regional companies and authorities get the opportunity to take part of the networks and contacts of the university. The opinion is that education and science at the university holds high class and meets the demands of the region. The respondents think that the university should first fulfil its basic engagements but that regional needs and demands could form some of its activity. That kind of development could give the university a distinctive character that might be an advantage in the competition with other universities and colleges. There are few obstacles in the co-operation between the university and the industry today. What can be seen as a negative circumstance is that the academic world and the companies have two different timetables. The university is working more in long terms and has a lack of flexibility in its organisation. That the university is involved in the regional development is appreciated but the responsibility lies with the authorities. The study shows that co-operation with different regional actors is of great importance for the university of Karlstad. The aim for the university is to be one of Europe’s best when it comes to co-operation. The aim will be fulfilled by changes of the organisation’s structures; decisions and instructions should always be based on the existing strategies so the long-term aim is not threatened. Decisions and aims should be rooted in all levels of the university. The people responsible for co-operation at the university investigated how other universities organise their co-operation. That has given Karlstad knowledge and the opportunity to make conclusions about how this co-operation should be organised.
