Abstract [en]

In the report of Statens Offentlig Utredningar, SOU 2001:106, the situation in the public transportation industry is summarized with having too much focus on cost efficiency. This has led to a number of problems. Among others, the report mentions that dialogue between entrepreneur and consumer is absent, and also that the entrepreneur show signs of poor profitability. The visions for the future according to SOU 2001:106 state the ambition to improve this situation for the benefit of all stakeholders. Further you can read that public transportation in the future should be considered as a natural part of citizens life and the preferred way of travelling. The importance of quality and flexibility is emphasized. The report mentions three important areas of research namely consumer/customer, society, and producer perspectives. The description of public transportation above has been visualized through Hallandstrafiken that recently have ended their tendering process and begun the cooperation with the new entrepreneur Swebus in accordance with the recommendations of SOU. The purpose with our thesis is to investigate the producer perspective according to the guidelines mentioned above. Therefore we have described and created understanding for the development process of Hallandstrafiken and their cooperation with the new entrepreneur. Contract management and reinventing the interface between the public and the private have been the focus of our efforts. Among the methodological considerations a short summary can state that it has to do with a qualitative social constructionist case study. Since we already have written a bachelor thesis within the same research area other relevant concepts are the hermeneutical spiral through which we argue for an abductive approach. The empirical section of this is partly generated through some unstructured interviews with key people within Hallandstrafiken and Swebus but also through the dialogue conferences held by CTF during fall 2000 and spring 2001. Hallandstrafiken has changed the terms of agreement from gross-contract to incitement-contract and this change can be considered as a part in the process of creating a new cast of roles in accordance with SOU 2001:106. The change aims to create a more informal and interactive cooperation through which a win-win situation for all stakeholders shall be obtained. Further there is an ambition to decrease the control in the cooperation and rather emphasize trust, loyalty, and sustainability. Through the theoretical analysis we have found that the changes concerning the contract can be described as moving from a transaction oriented approach towards a more relation oriented ditto where the informal part of the cooperation is given more importance. Further we have argued that this change is affecting the interface between private and public and that this interface has cultural links that has to be fundamentally altered to be able to realize the recommendations of SOU 2001:106. We are suggesting that double-loop learning can be a solution of how to break up the conserving forces of culture.
