This study is a comparative analysis of how Region Värmland and Region Östergötland work with gender equality through their culture plans, as well as how they legitimize their ongoing equality efforts. This study is based in gender studies using a hermeneutic method. The result of this study shows how the regions Värmland and Östergötland both incorporate gender equality into their culture plans, and give gender equality a sense of importance with connection to national equality goals. The regions’ main strategies to increase gender equality in the culture field are gender mainstreaming, and increased participation. Region Värmland and Region Östergötland both use the term ”gender identity” in their culture plans when spekaing about gender equality, which this study came to the conclusion shows the regions’ awareness of gender equality being more than a question about the rights of people born as male of female, but a complex issue where everyone despite their gender identity should be included.
