Abstract [sv]

I Statens Offentliga Utredningar (SOU) Sverige inför klimatförändringar hot och möjligheter (2007:60) kan vi läsa att Sveriges infrastruktur kommer att utsättas för ett ökat tryck från de klimatförändringar som förutspås. Dessa klimatförändringar kan leda till översvämningar, ras, skred och bortspolningar av vägar och järnväg (SOU 2006:94). Trafikverket har idag rapporteringssystem som fångar upp delar av de avvikelser som uppstår genom naturens påverkan, men det finns ingen samlad helhetsbild inom området.

Syftet med studien är att sammanställa och analysera olika uppfattningar inom Trafikverkets organisation om behovet av en samlad bild av små och medelstora naturolyckor som inträffar  och ger konsekvenser inom deras verksamhetsområden väg och järnväg. En kvalitativ intervjustudie av 10 informanter inom Region Väst genomförs. Region Väst är representativ genom att landsbygd, glesbygd, kustlandskap, vinterlandskap samt att små- och storstad finns representerad, vilket kan ge en viss generaliserbarhet på nationell nivå. I SOU (2007:60;2006:94) pekas regionen ut som ett område som anses vara extra utsatta i och med de annalkande klimatförändringarna.

Resultatet visar att det inte finns en gemensam definition av vad en liten eller medelstor naturolycka är. Vidare pekar resultatet på att det finns en stor medvetenhet kring var

naturolyckorna sker, men det finns ingen helhetsbild över detta. Informanterna har en uppfattning om kostnaderna kring återställan, inte heller där finns en helhetsbild om de totala

kostnaderna för samhället. Ett gemensamt system skulle skapa förutsättningar för synergieffekter och optimal resursanvändning. Ett inrapporteringssystem ses både som positivt – det ger möjlighet till att inte upprepa fel, och användbart för lärande och erfarenhetsåterföring, samt som något negativt – det tar tid och skapar merarbete. Det finns med andra ord ett inbyggt motstånd till de förändringar som ett nytt system skulle ge.

Trafikverket skulle behöva skapa en helhetsbild över de behov och de krav som finns inom den nya organisationen vad gäller gemensamma synergieffekter av integrerade inrapporteringssystem. Viktigt blir att belysa nyttan av detta integrerade inrapporteringssystem, få en klar och tydlig definition på vad naturolyckor är, samt se vad de egentliga kostnaderna för dessa naturolyckor är för organisationen, och samhället.

Abstract [en]

According to Sverige inför klimatförändringar hot och möjligheter (SOU 2007:60) will Sweden's infrastructure be subjected to increased pressure from the predicted climate changes. These climate changes will cause disruptions in Swedish infrastructure through increased amounts of precipitation. Increased amounts of rainfall can lead to flooding, landslides and irrigations of roads and railways (SOU 2006:94). The Transport Administration has devices, which can capture elements of the anomlaies caused by natural influences. However there is no comprehensive overview of the disruptions caused by nature.

The purpose of this study is to compile and analyze different views within the Transport Administration need for a comprehensive picture of small and mediumsized natural accidents that provide an impact on Swedens infratucture. A qualitative interview study of 10 participants was conducted. The interviewees were part of of one of Transport Administration regions, Region Väst. Region Väst is a representative for sparcely populated areas, rural areas, coastal landscape, winter landscape, as well as small and largecities. Which may provide some generalizations at the national level. SOU (2007:60;2006:94) identifies the region as an area considered to be especially vulnerable in the looming climate change.

The result suggests that there is no common definition of what constitutes a small or medium sized natural disaster. Futhermore the results indicates that there is a great awareness of where the accidents occur, but there is no overall picture of this. Respondents also have an estimate of costs for a reconstruction to an affected area, but there is not a complete picture of the total cost. A common system would create opportunities for synergies and optimum use of resources. A reporting system is seen as both a positive – as an opportunity to not repeat an error, and negative - because it takes time and feels inconvenient. In other words, a built-in resistance to the changes that a new system would provide.

The Transport Administration would need to create an complete picture of the needs and requirements within the new organization in terms of common synergies of integrated reporting system. An important condition is to illustrate the benefits of this integrated system and to get a clear definition of what natural disasters are as well as to fully comprehend the actual cost of these natural disasters are for the organization, and society.
