In Sweden, citizen participation in municipal planning through dialogue is often brought forwardas key to sustainable transformation, with emphasis on social sustainability, local governanceand everyday life perspectives in planning. There are high expectations on new methods andtools for citizen dialogues in planning, and the mandatory public consultation procedure is notalways considered sufficient. However, there is a lack of overview on what is actually done in thename of dialogue in Swedish municipalities. This lack of overview is due both to lack ofcomprehensive research beyond case studies, and lack of documentation in the municipalplanning offices. This paper addresses these lacks by presenting results of a comprehensivemapping approach to citizen dialogues in eleven Swedish municipalities 2000-2015, a mappingthat makes it possible to discuss both what is done in the name of dialogue regarding methods,and the varying documentation of these practices. The result indicates that what goes on in the name of citizen dialogue is a diverse practice, and perhaps more traditional than innovativewhen it comes to method. It is often not about explicit dialogue or citizen influence, but insteadthe purpose is e.g. to spread or collect knowledge without an explicit connection to the planningand decision-making process. This paper further argues that the absence of a standard fordocumentation of dialogue processes can hinder the municipalities’ institutional learningregarding participatory methods and in the end hinder a developed democratic consultation procedure in planning.

Abstract [en]

The focus of this publication is primarily on newbuilding for low-income and vulnerable groups, often referred to in English as ‘affordable housing’, that is, housing for groups on the market’s periphery who suffer from high barriers. The financial aspects of housing are central, especially as regards new-building costs, subsidies, social housing models, and affordability. Nordic cities are segregated, and new housing development, application of diverse forms of tenure, and housing subsidies are examples of tools that can either worsen or reduce segregation, depending on how they are used. The market seems unable, on its own, to supply enough suitable housing for students, young people, low-income groups, and newly arrived immigrants, among others. This is of political interest since it challenges the whole idea of the Nordic welfare model, and social cohesion and equality as characteristics of the Nordic region.

Abstract [en]

This report examines how Nordic governments and municipalities seek to overcome barriers to social inclusion and to counteract inequality and segregation through policy and urban planning. Overcoming barriers to social inclusion is understood as the desire to improve the terms on which different individuals and groups take part in society through urban policy and planning while counteracting the negative effects of inequality. Examples of policy and planning initiatives to create more inclusive cities and communities can be found in all the Nordic countries. However, inclusion is a multifaceted issue and the specific challenges, and approaches to dealing with these challenges, vary among the countries and cities. To capture this diversity, this report examines five different thematic and geographical cases detailing strategies for inclusion from different perspectives in varying contextual settings.

Problem som rör segregation och integration utgör viktiga ansvarsområden och utmaningar för städer, en segregerad stadsmiljö kan ses som ett symtom på sociala orättvisor i vidare bemärkelse. I denna kortfattade översikt av aktuell forskning om boendesegregation ligger fokus på strukturella orsaker till segregationen. Det innebär att det snarare är planeringspolitik och tendenser i den socioekonomiska utvecklingen som diskuteras, istället för specifika åtgärder och projekt för social integration. Det finns dock en självklar arena där dessa två syner på segregation möts, och det är i lokalsamhället och dess rum och platser för social samvaro. Det är viktigt att komma ihåg, att den integrerade staden är ett resultat av såväl strategier och initiativ på mikronivå, i grannskap och mellan individer, som av initiativ och utveckling på makronivå.Den här rapporten ingår i ett tema om segregation inom projektet Nordisk samverkan om integration. Abstract [en]

Issues related to segregation and integration are major responsibilities and challenges for cities, and a segregated urban environment can be understood as a symptom of wider social injustices. In this brief overview of current research on residential segregation the focus is on structural reasons to segregation. This means that it is planning policies and tendencies in socio-economic development that are discussed, rather than specific social integration measures and projects. But, there is an obvious arena where these two approaches to segregation meet, and that is in the local community and its spaces for social interaction. This is important to keep in mind, that the integrated city is both a result of strategies and initiatives on a micro scale, in the neighbourhood and between individuals, and initiatives and development on a macro scale. This report is part of a theme on segregation within the Nordic collaboration programme for effective integration and inclusion of refugees and immigrants in the Nordic countries. This policy brief has been produced within the project The Impact of Participation: mapping and developing the scope, forms and impacts of the communicative turn in urban planning (TIPTOP) (Medborgardeltagandets effekter: en kartläggning och utveckling av den kommunikativa planeringens omfattning, former och resultat) and is therefore written in Swedish.

Projektet Medborgardeltagandets effekter: en kartläggning och utveckling av den kommunikativa planeringens omfattning, former och resultat undersöker inbjudet medborgardeltagande i stadsplaneringsprocesser i tolv svenska kommuner mellan år 2000 och 2015. Deltagare i projektet är Förvaltningshögskolan Göteborgs universitet, Kungliga Tekniska Högskolan (KTH), Nordregio samt kommunerna Stockholm, Nacka, Botkyrka, Upplands Väsby, Göteborg, Alingsås, Tjörn, Lerum, Malmö, Helsingborg, Lund och Landskrona. Associerade partners är: Trafikverket, Mistra Urban Futures, Boverket och SKL. Projektet finansieras av FORMAS, Mistra Urban Futures och Trafikverket. Projektet avslutas under 2019.

Abstract [en]

In this report, the characteristics and consequences of the compact city ideal in Nordic cities, and more specifically in their city centres, are investigated. The research was done in the form of a series of small case studies of city centre development, and they are presented thematically. They focus on public spaces and the threat from external shopping, densification as a planning strategy, new housing as a planning tool, and finally governance and actor collaboration. The Nordic region is dominated by small and medium sized cities, and we chose the following cities for our investigation of city centre challenges and planning strategies: Bodø (Norway), Kokkola (Finland), Mariehamn (Åland), Mosfellsbær (Iceland), Sorø (Denmark) and Västervik (Sweden).

The cities were investigated through planning and policy documents, interviews and observations, and the work was guided by the following questions: What does “the compact city” mean in the investigated cities – and how is it operationalized? What are the main planning problems related to city centres, and what are the visions for the future in relation to these? What can we learn from different ways of approaching city centre development across the different Nordic countries? Two strong themes related to development in city centres, and to the commonly held view that the city core needs to be strengthened, regenerated or recreated, are competition from external shopping centres, and urban sprawl.

 These themes point to the challenges to the central city as the one and only centre. The examples from the Nordic region show that the competition from external shopping is very real, and that planning regulations do not always have the desired effect on the competition. This has led to a variety of responses – new central housing, new attractive spaces, new types of plans and new governance collaborations. In addition to their different approaches to competition from external shopping, cities employ diverse strategies to increase the critical mass of people who populate the city and its venues.

This study was interested in what the city centre is, or should be, when it no longer has an obvious role. The investigations have led us to conclude that there is no essence to be found and it is instead important to understand the city centre as dynamic and constantly changing. In line with this, the importance of actor collaboration and flexible urban spaces are among the lessons learned from the study.
